This story describes a new study by Statistics Canada that found an unemployment rate in 2007 of nearly 12 percent in the Greater Toronto Area for new immigrants (less then 5 years in Canada). What factors do you think account for this problem? Consider, for example, whether the priorities in Canada’s immigration policy have an effect on employment outcomes. Do you think employment regulation plays a role in contributing to the problem of new immigrant unemployment? If you think discrimination may be part of the problem, then think about what laws or regulation apply to discrimination at the hiring stage. Can regulation solve the problem?
