As such, the procurement function at York is performed in an open, fair and transparent manner where goods and services are procured at the optimal price, in a competitive environment, and where all transactions yield the maximum benefit to the University.

The major responsibilities of Procurement Services are:

• Conducting the competitive bid process to ensure fair, equal and transparent evaluation of all submissions in accordance with competitive bid laws, contract law, trade agreements
• Developing, negotiating and implementing university-wide standing agreements to leverage institutional spending
• Analyzing spending trends and identifying long term contract opportunities with major suppliers
• Maintaining appropriate documentation for internal and external auditing and reporting purposes
• Managing the University Purchasing Card (PCard) Program
• Issuing Purchase Orders
• Supplier Management
• Reducing processing costs by maximizing technology and implementing cost-reduction strategies

York University is a member of the Ontario Education Collaborative Marketplace (OECM). The objective of OECM is to provide an e-marketplace that connects buyers and suppliers to facilitate more effective, efficient procurement of goods and services for Ontario's School Boards, Colleges and Universities. OECM is funded through the OntarioBuys initiative of the Ministry of Finance.
