Eyewitness saw cyclonic swirling motion at surface

 

Synoptic situation was a cut-off upper low over the region so steering winds were from roughly the east. A thunderstorm moving roughly from east to west crossed the Lake Huron lake breeze front and a tornado developed shortly afterwards.
