2. CUPE 3903 Strike Hardship Fund FAQ

(Updated December 4th, 2008)

CUPE 3903 recognizes that members will experience financial hardship due to the loss of wages during the strike and therefore has set up a system for supplementing strike pay. Members who are actively supporting the strike are welcomed to apply for bursaries and interest free loans which are adjudicated by the CUPE 3903 Strike Hardship Fund Committee. As the Hardship Fund is supported through the CUPE 3903 Strike Budget and solidarity donations from other unions and organizations, bursaries and loans are subject to availability. In order to receive funds by January 1, 2009, members are required to submit applications by December 15, 2008.

  

Q: Who is eligible?

A: All CUPE 3903 members who actively support the strike through picketing or through alternative duties and who experience hardship as a result of the strike are encouraged to apply.

 

Q: What happened to the Ways and Means Fund?

 

A: The CUPE 3903 Ways and Means Fund is not active during the strike, therefore members are able to submit applications to the Strike Hardship Committee in the cases of unexpected and extreme hardship which may be unrelated to the strike. Funds will be disbursed at the discretion of the committee.

 

Q: What if I am unable to perform strike duties because of illness?

 

Members who are unable to perform full strike duties due to illness should contact the CUPE 3903 Treasurers regarding Sick Pay by emailing sickpay.3903@gmail.com.


Q: Can I apply for Hardship Funds if I am unable to perform strike duties?

 

A: There are many reasons why members are unable to perform full strike duties. Ideally, this fund is meant to supplement full strike pay and we encourage members to look into Sick Pay, Holiday Pay, Banking Hours and Alternative Duties before submitting an application for Hardship. That being said, every application is unique and all applications for funding will be read and considered.


Q: What is the difference between the bursary and the interest free loan?

A: CUPE 3903 will be able to offer members needs-based bursaries to alleviate hardship during the strike.  If after receiving bursary funds members still experience hardship they will be able to apply for a ONE TIME interest free loan. Members DO NOT have to apply for a bursary to be eligible for an interest free loan. This loan will be owed to CUPE 3903 and will become payable at the end of the strike and only after members have started to receive their wages.

 

 

Q: How much funding can I expect?

 

A: It is important to note that these funds are limited. All applicants are eligible for up to $300 in bursary but this maximum will only be disbursed in cases of extreme need. Subject to availability, members of Unit 1 (teaching assistants) are eligible for one time interest free loans up to $700, members of Unit 2 (contract faculty) are eligible for one time interest free loans up to $2000 and members of Unit 3 (graduate assistants and research assistants) are eligible for one time interest free loans up to $400.  There is the possibility some members will not be awarded funds.

 

 

Q: When can I apply?

 

A: Applications are considered on a rolling basis however, members should keep in mind that the adjudication and disbursement process requires time. In order to receive funds by January 1, 2009, members are required to submit application by December 15, 2008.


Q: How can I apply?

A: Separate applications for bursaries and interest free loans will be available on the CUPE 3903 website, at the CUPE 3903 Strike Headquarters at 635 Petrolia Road (off of Pond Road) and at picket lines. Complete Applications must be returned to Strike Headquarters or emailed to cupe3903strikebenefits@gmail.com

Q: How are the funds disbursed?

A: The Strike Hardship Fund Committee will be meeting on a regular basis to adjudicate and disburse and process bursaries and interest free loans. Every effort will be made to reimburse strike related expenses (such as winter apparel, funds spent travelling to strike duty).  Please note that currently the fund is unable to fulfill the entirety of the financial need experienced by the membership. These funds are limited and subject to availability and therefore every effort will be made to prioritize first time applicants and applicants in extreme need while distributing funds in an equitable manner.

 

Once the applications are adjudicated, the applicants will be notified via email.

 

CHEQUES WILL ONLY BE MAILED WHEN ABSOLUTELY NECESSARY.

Q: Is this a confidential process?

A: Yes. Committee members maintain the strictest possible confidence regarding applications.

 


Q: What do I need to apply?

A: Similar to CUPE 3903's Ways and Means fund, members will be asked to offer a minimal amount of details concerning their financial status and needs. Please make to the best effort to complete the application in its entirety, the more details the committee is provided with the better informed the decision making process. The committee's priority is to fund members through this process in an equitable manner, with as little delay as possible.

Q: Is there a limit on how many times I can apply?

Members are able to apply for bursaries once a month but priority will be given to first time applicants whenever possible. Currently, all members of all units are able to apply for Interest Free Loans once.

Q. Will my health benefits be continued in the event of a strike?

A: CUPE Local 3903 has elected to continue to pay for membership's health benefits during the strike. Unfortunately, we have recently learned that the employer has decided to switch providers from Great West Life to Sun Life Assurance effective December 1st. They did this without providing CUPE 3903 or its members with reasonable advance notice. In many cases, they have mailed new provider cards and information to members' mailboxes on campus, forcing us to cross our own picket lines to access our benefits.


Q: What about Childcare?

A: (From the Child Care FAQ)For the duration of the strike, CUPE 3903 will be reimbursing all childcare costs related to strike duties 100%.  In most cases, this means that you would pay for childcare and then submit the receipts to strike headquarters for reimbursement.  The exception to this rule is with respect to children enrolled at the Lee Wiggins Childcare at the Student Centre.

It is important to note that you will -only- be reimbursed for hours spent on strike related tasks.  If, for example, you only do ten hours of strike duties within a given week, you cannot submit receipts for more childcare.  In general, the union will reimbursefor the hours spent picketing plus one hour before and one hour after.  Please get in touch if you have questions about your specific circumstances.

Q: What about transportation costs?

A: Bursary funds will be disbursed based on need and transportation is one of the many reasons that members may apply to the strike benefits fund.
