John Wilkins joined the Schulich School of Business as Executive in Residence in 2012.  His expertise extends to institutional governance, policy management, central government oversight, public sector reform, citizen-centred service, ethics and values, and political-administrative leadership. 

John delivers action research, publications, degree teaching, and executive development.  His consulting services feature policy advice, mentoring and coaching, conferences and workshops, review techniques, and change management.  He works closely with the international development community, Commonwealth organizations and countries, Canadian governments, and leading institutions, associations, and consultants worldwide.

John is a former Diplomat and Acting Director with the Governance and Institutional Development Division of the Commonwealth Secretariat.  From 2005 to 2011, he led work on the Commonwealth policy mandate on Public Sector Development for 54 member countries.

John served 32 years in the Canadian public service, the last four years in Ottawa advising Treasury Board on governance and service delivery innovations.  Previously, he progressed to Assistant Deputy Minister through the Province of Manitoba’s health, government services, culture, and finance portfolios.

John earned a Master of Arts in Geography from The University of Manitoba, where he taught business and public management for 15 years.  In 2009, he was awarded the IPAC Lieutenant-Governor’s Medal for Excellence in Public Administration.
