Not quite, although you will be asked to pay for information sometimes when accessing what appears to be the publicly accessible Web.  What has happened is that you have stumbled upon the subscription accessible Web by accident or have hit some sort of online retailer that sells information or articles.  By definition, publicly accessible content is generally freely available. 

The biggest potential problem concerns filtering for quality control.  A particular challenge with using publicly accessible content for scholarly research is that there is frequently no initial filter for quality control, so you have to be very critical when assessing any information there.  Of course, any information used for scholarly purposes should be assessed critically.  Critical assessment will be discussed in more detail later in this tutorial.
