Description

In February of 2001 the Social Sciences and Humanities Research Council of Canada awarded a Research Development Initiative Grant to the Ethics of International Intervention project proposal.

This project has two components: 1) a comparative study of cases of international military intervention and non-intervention in situations of widespread disruption, including Sudan, East Timor, Kosovo, and North Korea, and 2) an overarching analysis of the ethical issues involved in decisions to intervene on “humanitarian” grounds.

David Shugarman of York University’s Centre for Practical Ethics and Department of Political Science was named as principal investigator on the project, along with co-investigators Professors Howard Adelman (York, Philosophy – now Emeritus), David Dewitt (York, Political Science & Centre for International Security Studies), David Mutimer (York, Political Science), and Peter Penz (York, Faculty of Environmental Studies & Centre for Refugee Studies). In 2004, Professor Nergis Canefe (York, Political Science) and Adjunct Professor Natalie Oman (York, Osgoode Hall Law School) were invited to join the project as co-investigators, and Professor Marie-Joelle Zahar (Université de Montréal, Political Science) became an affiliated researcher.

The EII team members are co-ordinating their research with empirical studies being undertaken by members of the Key Centre for Ethics, Law, Justice and Governance located at Griffith University in Brisbane, Australia. The Key Centre’s team is engaged in a complementary research project on the ethics of international intervention for humanitarian, pro-democratic and anti-terrorist reasons, and the legal, ethical and institutional means of regulating interventions. The Key Centre has won a 5 year Australian Research Council grant of over $500,000 (AUD) in support of their project.

The two teams have undertaken a series of joint workshops and conference presentations, and will be collaborating on publication of the conclusions of their coordinated projects in 2005-6.
