Conflicts, Conduct and Commissioners-Structures and Issues in Enforcement of Municipal Ethics Rules

Greg Levine - Integrity Commissioner for Kitchener, Waterloo and West Lincoln Robert Swayze - Integrity Commissioner for Mississauga, Oakville,Guelph, Carleton Place, Port Hope and Brantford will present a lecture today as part of the McLaughlin Lunchtime talks.
In 2006 the Ontario legislature amended the Municipal Act to allow municipalities to create integrity systems focused on their own codes of conduct and integrity commissioners who they were permitted to hire.
The integrity system in the Municipal Act was established alongside the conflict of interest system created within the Municipal Conflict of Interest Act. Since that time twenty seven municipalities have established systems which include integrity commissioners.
A panel of experts will respond to Levine and Swayze's remarks and will discuss the roles integrity commissioners play in promoting and enforcing ethics rules. They will also discuss complaints and cases which illustrate their role and will also consider key issues including what can be done about conflict of interest in a bimodal ethics system.
