COP 19 Debrief: A Discussion of the Warsaw Climate Talks

The 19th session of the Conference of the Parties (COP 19) to the United Nations Framework Convention on Climate Change (UNFCCC) was held in Warsaw in November 2013. Warsaw 2013 is considered to be an important step toward 2015, the target year for agreement on an entirely new international climate treaty.
Idil Boran, associate professor in the Department of Philosophy, LA&PS, who attended the meeting as accredited observer from York University, offers an account of the latest state of the negotiations. Boran will discuss the dynamics of the negotiations, highlighting the main points of contention, the key decisions that have been adopted in Warsaw, as well as the potential for a possible treaty agreement. The objective is to identify both the challenges arising from the decision process and the progress that has been made toward 2015, drawing implications both for policy and for research.
