York University to Host Forum on "Social Union" with Ontario's Intergovernmental Affairs Minister

TORONTO, Jan. 22, 1999 -- As Ottawa and the provinces try to fashion a new partnership on national shared-cost programs such as education, health care and social services, York University will feature Ontario Intergovernmental Affairs Minister Dianne Cunningham and a C.D. Howe Institute analyst in a forum on the Social Union Monday, Jan. 25, 1999.

Sponsored by York University's Osgoode Hall Law School and the York University Centre for Law and Public Policy, the forum will allow students and faculty to participate in a frank and open discussion with the Minister and explore some of the major issues at stake in the current public policy debate:

  • What limits should be placed on the federal government's ability to unilaterally spend on new social programs?
  • Should provinces be allowed to charge higher tuition fees for out-of-province students?
  • Should Canadians expect the same level of health care and social services regardless of where they live?

    Cunningham will be joined by C.D. Howe Institute Senior Policy Analyst Daniel Schwanen, who will offer his expert opinions on the Social Union as well as field questions from the audience. Schwanen is author of a report on the Social Union, which will be released by the C.D. Howe Institute later this month.

    York University Osgoode Hall Law School Dean Peter Hogg, one of Canada's foremost constitutional law experts, and Professor Patrick Monahan, Director of the York University Centre for Law and Public Policy, will help facilitate the event.
