{"id":22053,"date":"2025-04-15T14:38:44","date_gmt":"2025-04-15T18:38:44","guid":{"rendered":"https:\/\/www.yorku.ca\/news\/?p=22053"},"modified":"2025-04-15T14:38:46","modified_gmt":"2025-04-15T18:38:46","slug":"canadas-federal-election-doesnt-seem-like-its-about-climate-change-but-it-actually-is","status":"publish","type":"post","link":"https:\/\/www.yorku.ca\/news\/2025\/04\/15\/canadas-federal-election-doesnt-seem-like-its-about-climate-change-but-it-actually-is\/","title":{"rendered":"Canada\u2019s federal election doesn\u2019t seem like it\u2019s about climate change, but it actually\u00a0is"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div>\n<p>A defining feature of the ongoing federal election campaign has been the <a href=\"https:\/\/www.cbc.ca\/news\/politics\/environment-vote-compass-1.7508335\">apparent marginalization<\/a> of the environment and climate change as top-of-mind issues due to threats by the United States against Canadian sovereignty, security and trade.<\/p>\n\n\n\n<p>But how Canada responds to U.S. President Donald Trump\u2019s actions will also have profound implications for its future greenhouse gas emissions and its economy.<\/p>\n\n\n\n<p>The current federal election is very different from those held in 2015, 2019 and 2021. In those elections, the environment and climate were central issues. <a href=\"https:\/\/theconversation.com\/canadas-federal-election-made-big-strides-for-climate-and-the-environment-168918\">Each time<\/a>, more than 60 per cent of Canadian voters chose parties (Liberal, NDP, Bloc Qu\u00e9b\u00e9cois and Green) that advocated for strong climate action, including some form of carbon pricing.<\/p>\n\n\n\n<p>The increasing evidence of the consequences of a changing climate had placed the environment and climate change <a href=\"https:\/\/www.ipsos.com\/en-ca\/news-polls\/canadians-agree-we-need-to-do-more-on-climate\">among the leading issues<\/a> in the minds of Canadians for nearly two decades. The political landscape <a href=\"https:\/\/nanos.co\/concern-about-trump-continues-to-rise-conservatives-37-liberals-34-ndp-14-nanos\/\">has shifted dramatically<\/a> since then.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The role of inflation<\/h2>\n\n\n\n<p>Although Trump\u2019s second presidency is often cited as the trigger point for a decline of the environment as a top-of-mind concern for Canadians, the <a href=\"https:\/\/nanos.co\/poilievre-opens-up-13-point-lead-over-trudeau-on-preferred-pm-tracking-liberal-brand-hits-new-10-year-low-nanos\/\">slide actually began<\/a> a year earlier, in the fall of 2023.<\/p>\n\n\n\n<p>Despite the record wildfire season that summer, the <a href=\"https:\/\/www.bankofcanada.ca\/2024\/04\/staff-analytical-note-2024-6\/\">impact of inflation<\/a>, triggered in large part by the COVID-19 pandemic and Russia\u2019s invasion of Ukraine, moved economic concerns to the forefront of the public\u2019s mind. Government stimulus programs needed to counter the impacts of the pandemic contributed to inflationary pressures, prompting the <a href=\"https:\/\/www.bankofcanada.ca\/core-functions\/monetary-policy\/key-interest-rate\/\">Bank of Canada<\/a> to hike interest rates in response, adding to Canadians\u2019 economic distress.<\/p>\n\n\n\n<p>Amid high inflation and high interest rates, the Liberal government\u2019s climate strategies \u2014 especially consumer carbon pricing \u2014 became an easy political target, particularly for a <a href=\"https:\/\/thewalrus.ca\/pierre-poilievre-wants-a-carbon-tax-election\/\">Conservative opposition<\/a> with little apparent concern for the climate challenge.<\/p>\n\n\n\n<p>But even though climate change is no longer top of mind for Canadians, it remains a significant <a href=\"https:\/\/www.cbc.ca\/news\/politics\/majority-canadians-worried-about-climate-change-1.6964334\">embedded concern, with as many as 70 per cent of Canadians believing climate change is real<\/a> and caused by human activity. And perhaps surprisingly, despite the criticism levelled at the consumer carbon tax, between <a href=\"https:\/\/angusreid.org\/carbon-tax-climate-change-poilievre-freeland-carney-trudeau\/\">60 and 70 per cent<\/a> of non-Conservative leaning voters (those intending to cast their ballots for Liberal, NDP, Bloc and Green candidates) continue to support the concept of carbon pricing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Focus on fossil fuels<\/h2>\n\n\n\n<p>Despite this, many <a href=\"https:\/\/www.ctvnews.ca\/calgary\/article\/carney-poilievre-both-back-new-pipelines-with-different-but-similar-plans\/\">political<\/a> and <a href=\"https:\/\/globalnews.ca\/news\/11088352\/canada-energy-ceos-pipelines-oil-politicians\/\">business<\/a> leaders have responded to Trump\u2019s actions by focusing on natural resource exports, especially fossil fuels and <a href=\"https:\/\/www.canada.ca\/en\/campaign\/critical-minerals-in-canada\/critical-minerals-an-opportunity-for-canada.html\">critical minerals<\/a>, to bolster the Canadian economy.<\/p>\n\n\n\n<p>This has been accompanied by <a href=\"https:\/\/www.conservative.ca\/poilievre-announces-new-canada-first-economic-action-plan\/\">calls to further streamline<\/a> environmental review and approval processes for resource extraction and export projects like pipelines, and to expand their subsidization by taxpayers.<\/p>\n\n\n\n<p>Discussions about the climate implications of these initiatives have been noticeably absent. So have conversations about the long-term economic viability and desirability of expanding Canada\u2019s dependency on resource commodity exports to increasingly uncertain global markets.<\/p>\n\n\n\n<p>On fossil fuels, the <a href=\"https:\/\/www.iea.org\/news\/the-energy-world-is-set-to-change-significantly-by-2030-based-on-today-s-policy-settings-alone\">International Energy Agency<\/a> and others are predicting that global consumption will peak within the next decade. This will reflect the falling costs of renewable energy, improving energy productivity and the <a href=\"https:\/\/www.ipcc.ch\/sr15\/chapter\/spm\/\">imperative of reaching net zero greenhouse gas emissions<\/a> by mid-century.<\/p>\n\n\n\n<p>The peak will likely happen before any new major export infrastructure can be built in Canada, regardless of what review and approval requirements they might be subjected to.<\/p>\n\n\n\n<p>In a world of declining fossil fuel consumption, Canada \u2014 increasingly reliant on high-cost and high-carbon production like <a href=\"https:\/\/oilandgasinfo.ca\/patchworks\/oil-supply-costs\/\">oilsands crude<\/a> and fracked and liquified <a href=\"https:\/\/thenarwhal.ca\/bc-lng-canada-cgl-economics\/\">natural gas<\/a> \u2014 seems more likely to be among the earliest producers to fall than among the last standing. Public investments in new export infrastructure look like dubious propositions in this scenario.<\/p>\n\n\n\n<p>International markets for critical minerals are likely to remain in <a href=\"https:\/\/thesecretariat.in\/article\/behind-low-price-critical-minerals-market-oversupply-and-uncertainty\">deep flux<\/a> as the <a href=\"https:\/\/www.irena.org\/Digital-Report\/Geopolitics-of-the-Energy-Transition-Critical-Materials\">pace of technological development<\/a> in renewable energy and energy storage accelerates to <a href=\"https:\/\/www.youtube.com\/watch?v=Vn3r_-Eqwzc\">reduce or avoid dependency<\/a> on costly and difficult-to-access materials.<\/p>\n\n\n\n<p>Mining operations also continue to have substantial environmental impacts with significant implications <a href=\"https:\/\/theconversation.com\/indigenous-consultation-is-key-to-the-ring-of-fire-becoming-canadas-economic-superpower-225742\">for reconciliation with Indigenous Peoples in Canada.<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Backwards approach<\/h2>\n\n\n\n<p>All of this means there must be continued <a href=\"https:\/\/policyoptions.irpp.org\/magazines\/january-2018\/the-pitfalls-of-short-circuited-project-reviews\/\">meaningful scrutiny<\/a> of projects in terms of their implications for climate change, environmental sustainability and reconciliation, as well as their economic viability and potential <a href=\"https:\/\/www.thestar.com\/news\/investigations\/what-would-it-cost-to-clean-up-alberta-s-oilpatch-260-billion-a-top-official\/article_d43962e8-87f9-5828-81d1-66fb6a089314.html\">legacy costs<\/a> for taxpayers \u2014 not a further streamlining of review processes.<\/p>\n\n\n\n<p>Falling back on fossil fuels in response to Trump is a fundamentally backwards approach. It ignores the implications of the climate challenge. As recently noted by at least one Canadian <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-mark-carney-will-not-make-canada-more-prosperous\/\">business leader<\/a>, it also overlooks the need to not just diversify Canada\u2019s markets, but to diversify Canadian products as well.<\/p>\n\n\n\n<p>Canada must design and implement strategies that transform its industries from producers of low-value raw materials into producers of higher-value products and services for a world that must decarbonize and advance sustainability.<\/p>\n\n\n\n<p>As a <a href=\"https:\/\/www.youtube.com\/watch?v=7ieBCMeQbdI\">coalition of Canadian mayors<\/a> recently pointed out, climate change remains a real threat to Canadians and their communities. It\u2019s not going away regardless of what <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/09\/trump-climate-state-laws-executive-order\">Trump\u2019s executive orders<\/a> might say.<\/p>\n\n\n\n<p>As they campaign to lead the country, the situation requires more substantive responses from Canada\u2019s would-be prime ministers than Canadians are getting right
