Yet, at a time when (mainly foreign) companies \u2013 notably <a href=\"https:\/\/abc.xyz\/\" target=\"_blank\" rel=\"noopener noreferrer\">Alphabet (Google)<\/a>, <a href=\"http:\/\/investor.apple.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Apple<\/a>, <a href=\"https:\/\/www.tesla.com\/en_CA\/about\" target=\"_blank\" rel=\"noopener noreferrer\">Tesla<\/a>, <a href=\"http:\/\/phx.corporate-ir.net\/phoenix.zhtml?c=97664&amp;p=irol-irhome\" target=\"_blank\" rel=\"noopener noreferrer\">Amazon<\/a>, and <a href=\"https:\/\/www.facebook.com\/facebook\" target=\"_blank\" rel=\"noopener noreferrer\">Facebook<\/a> \u2013 are lauded as being the \u2018world\u2019s most innovative\u2019 (for example, see <a href=\"https:\/\/www.fastcompany.com\/most-innovative-companies\/2017\" target=\"_blank\" rel=\"noopener noreferrer\">FastCompany<\/a> and the <a href=\"https:\/\/www.bcgperspectives.com\/content\/interactive\/innovation_growth_most_innovative_companies_interactive_guide\/\" target=\"_blank\" rel=\"noopener noreferrer\">Boston Consulting Group<\/a>) and are <a href=\"https:\/\/www.technologyreview.com\/s\/608095\/it-pays-to-be-smart\/\" target=\"_blank\" rel=\"noopener noreferrer\">transforming our everyday lives and the economy<\/a>, it\u2019s easy to forget that the Government of Canada\u2019s plans for a national Innovation Agenda reach back to the days of the <a href=\"http:\/\/www.nber.org\/papers\/w8630\" target=\"_blank\" rel=\"noopener noreferrer\">Dot-com Bubble<\/a>\u2014 predating the staggering growth of the Google search engine, the launch of Apple\u2019s iPhone, Elon Musk\u2019s (of Tesla fame) sale of PayPal, Amazon\u2019s first profitable quarter, and Mark Zuckerberg\u2019s 18<sup>th<\/sup> birthday.<\/p>\n<p><!--more--><\/p>\n<p>Back in 2001, the Government of Canada\u2014then led by Prime Minister Jean Chr\u00e9tien\u2014<a href=\"http:\/\/pqasb.pqarchiver.com\/thestar\/doc\/438348876.html?FMT=ABS&amp;FMTS=ABS:FT&amp;type=current&amp;date=Oct+12%2C+2001&amp;author=Whittington%2C+Les&amp;pub=Toronto+Star&amp;edition=&amp;startpage=A.06&amp;desc=Ottawa%27s+proposed+%27innovation+agenda%27+in+limbo+%3B+Training+program+jeopardized+by+new+priorities\" target=\"_blank\" rel=\"noopener noreferrer\">sought to remain focussed on creating a national Innovation Agenda as Canadians\u2019 concern shifted towards security following the September 11, 2001 attacks<\/a>. In the sixteen years since, gallons of ink and plenty of bytes have been used to call for a domestic strategy to address the country\u2019s <a href=\"https:\/\/www.cigionline.org\/articles\/new-thinking-innovation\" target=\"_blank\" rel=\"noopener noreferrer\">diminishing returns and deteriorating position in the global knowledge-based economy<\/a>. The release of the Government of Canada\u2019s <a href=\"http:\/\/www.budget.gc.ca\/2017\/docs\/plan\/budget-2017-en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Budget 2017: Building a Strong Middle Class<\/em><\/a>, which included <a href=\"http:\/\/www.budget.gc.ca\/2017\/docs\/plan\/intro-en.html#Toc477707290\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cThe Case for Innovation\u201d<\/a> and the <a href=\"http:\/\/www.budget.gc.ca\/2017\/docs\/plan\/chap-01-en.html#Toc477707350\" target=\"_blank\" rel=\"noopener noreferrer\">announcement of an Intellectual Property Strategy<\/a>, has changed the debate in the country, replacing recurring calls for action (for example, see <a href=\"http:\/\/pqasb.pqarchiver.com\/thestar\/doc\/438359925.html?FMT=ABS&amp;FMTS=ABS:FT&amp;type=current&amp;date=Nov+24%2C+2001&amp;author=Crane%2C+David&amp;pub=Toronto+Star&amp;edition=&amp;startpage=E.02&amp;desc=Innovation+agenda+should+be+top+priority\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.conferenceboard.ca\/e-library\/abstract.aspx?DID=2762\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.iposgoode.ca\/2013\/11\/the-ever-present-need-for-canadas-digital-economy-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.barrysookman.com\/2014\/02\/11\/ip-and-the-digital-economy-in-the-federal-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.michaelgeist.ca\/2014\/02\/budget-2014-digital-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/mhgoldberg.com\/blog\/?p=7006\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.iposgoode.ca\/2014\/03\/icanada-budget-2014-and-the-shape-of-a-digital-economy-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"https:\/\/www.cigionline.org\/articles\/canadians-can-innovate-were-not-equipped-win\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"http:\/\/www.canadianbusiness.com\/leadership\/jim-balsillie-interview\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, and <a href=\"https:\/\/www.theglobeandmail.com\/report-on-business\/rob-commentary\/what-canada-needs-for-a-prosperous-innovation-economy\/article28730090\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>) with cautious optimism\u2014<a href=\"https:\/\/www.theglobeandmail.com\/report-on-business\/rob-commentary\/the-case-for-an-ideas-based-economy\/article35334952\/\" target=\"_blank\" rel=\"noopener noreferrer\">even from frequent critics such as former chairman and co-CEO of Research in Motion Jim Balsillie<\/a>.<\/p>\n<p>It was against this backdrop of a renewed innovation impetus that Canada\u2019s Minister of Innovation, Science and Economic Development, <a href=\"http:\/\/pm.gc.ca\/eng\/minister\/honourable-navdeep-singh-bains\" target=\"_blank\" rel=\"noopener noreferrer\">the Honourable Navdeep Bains<\/a>, gave the opening keynote for the <a href=\"http:\/\/gstconferences.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Canadian Telecom Summit 2017 (CTS17)<\/a> in Toronto. Minister Bains used this forum to advocate for <a href=\"http:\/\/www.iposgoode.ca\/2017\/06\/affordable-access-and-the-pursuit-of-inclusive-innovation\/\" target=\"_blank\" rel=\"noopener noreferrer\">more affordable access to telecommunications services for Canadians<\/a>. In his speech, he commented that connecting Canadians through access to telecommunications services is necessary because: <a href=\"https:\/\/www.canada.ca\/en\/innovation-science-economic-development\/news\/2017\/06\/2017_canadian_telecomsummit.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cWe need every Canadian to be innovation ready\u2014ready to spot opportunities, imagine possibilities, discover new ideas, start new businesses and create new jobs\u201d.<\/a><\/p>\n<p>In his speech, Minister Bains referred to enabling connectivity and bridging the \u201cdigital divide\u201d between Canadians; however, doing so will require more than simply connecting Canadians through telecommunications services and digital technologies. Public and corporate policies must be updated to capitalize on the strengths and mitigate the negative ramifications of innovation-based economic activity. <a href=\"http:\/\/munkschool.utoronto.ca\/profile\/breznitz-dan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Professor Dan Breznitz<\/a>, Co-Director of the <a href=\"http:\/\/munkschool.utoronto.ca\/ipl\/\" target=\"_blank\" rel=\"noopener noreferrer\">Innovation Policy Lab<\/a> at the <a href=\"http:\/\/munkschool.utoronto.ca\/profile\/breznitz-dan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Munk School of Global Affairs<\/a>, described how at the same time that Israel has become a key supplier of new technologies, it has also experienced pronounced economic inequality. Canada\u2019s Innovation Agenda, then, must look to address the many facets of our digitally-connected lives and work to promote inclusiveness and opportunity for all Canadians.<\/p>\n<p>The <a href=\"http:\/\/www.iposgoode.ca\/2017\/07\/disruptive-innovation-and-digital-integration\/\" target=\"_blank\" rel=\"noopener noreferrer\">Disruptive Innovation and Digital Integration<\/a> segment that the IPilogue\u2019s Content and Social Media Editor <a href=\"http:\/\/www.iposgoode.ca\/author\/dcerilli\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dominic Cerilli<\/a> writes about describes how Canada\u2019s telecommunications industry players are \u2013 and are not \u2013 preparing for the increasing adoption of digital and interconnected devices. Cerilli notes the vital role that telecom service providers play in providing the backbone of digital connectivity, and how consumers aYonida may become more, assertive about receiving higher standards of services.<\/p>\n<p>Similarly, Yonida Kouiko\u2019s piece, <a href=\"http:\/\/www.iposgoode.ca\/2017\/07\/privacy-by-default-a-privacy-and-cyber-security-imperative-in-the-iot-and-big-data-age\/\" target=\"_blank\" rel=\"noopener noreferrer\">Privacy by Default: A Privacy and Cyber Security Imperative in the IoT and Big-Data Age<\/a>, focuses on another key aspect of interconnected Internet of Things (IoT) devices: users expectations of and their need for privacy. She notes how the European Union (EU) is working to update privacy laws to instill Privacy by Design (PbD)\u2014an engineering approach that seeks to make users communications and data secure at the earliest stages. However, as Kouiko demonstrates, PbD requires investment and expenditure by technology producers and telecommunications providers\u2014and she wonders whether consumers will be willing to pay increased prices for more secure means of communication.<\/p>\n<p>Questions surrounding affordability arise again in IPilogue Editor <a href=\"http:\/\/www.iposgoode.ca\/author\/pshukla\/\" target=\"_blank\" rel=\"noopener noreferrer\">Prasang Shukla\u2019s<\/a> <a href=\"http:\/\/www.iposgoode.ca\/2017\/07\/money-talks-and-competition-conflict-the-cts17-regulatory-blockbuster\/\" target=\"_blank\" rel=\"noopener noreferrer\">piece Money Talk(s) and Competition Conflict: The CTS17 Regulatory Blockbuster.<\/a> As Shukla notes, concerns surrounding the affordability of telecom services in Canada and questions about the level of competition in the country\u2019s telecommunications industry have been recurring issues for successive federal governments. Given the ISED Minister\u2019s remarks, exploring new service delivery mechanisms and a continued focus on affordability for Canadians look to be prominent points of debate.<\/p>\n<p>Yet, as <a href=\"https:\/\/cfsc-opec.org\/en\/about-us\/board-and-team\/\" target=\"_blank\" rel=\"noopener noreferrer\">Toby Harper-Merrett<\/a>, the Executive Director of <a href=\"https:\/\/cfsc-opec.org\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">Computers for Success Canada (CFSC)<\/a> reminded me <a href=\"https:\/\/twitter.com\/thll\/status\/871835919099318273\" target=\"_blank\" rel=\"noopener noreferrer\">on Twitter<\/a>, attaining inclusive innovation will also require digital skills and education. Organizations such as CFSC help provide the digital tools and skills necessary to increase the talent-level of Canadians in innovative sectors. While the federal government\u2019s <a href=\"http:\/\/www.budget.gc.ca\/fes-eea\/2016\/docs\/themes\/skills-competences-en.html\" target=\"_blank\" rel=\"noopener noreferrer\">Global Skills Strategy<\/a> includes measures to address the <a href=\"https:\/\/www.ictc-ctic.ca\/wp-content\/uploads\/2016\/03\/ICTC_DigitalTalent2020_ENGLISH_FINAL_March2016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">needs for access to talent<\/a> faced by tech firms in Canada, developing domestic expertise and experience remain essential.<\/p>\n<p>At the CTS17 <a href=\"https:\/\/www.cdhowe.org\/our-people\/daniel-schwanen\" target=\"_blank\" rel=\"noopener noreferrer\">Daniel Schwanen<\/a>, the Vice-President, Research at the <a href=\"https:\/\/www.cdhowe.org\/our-people\/daniel-schwanen\" target=\"_blank\" rel=\"noopener noreferrer\">C.D. Howe Institute<\/a>, touched on one such area of expertise, noting that Canada currently suffers from problems with commercializing the ideas and knowledge generated by Canadian researchers and entrepreneurs. Part of this problem, Schwanen noted, is due to Canada\u2019s poor track-record of utilizing intellectual property (IP) law to keep Canadian inventions in the hands of Canadian companies. Familiarity with IP law and commercialization strategies are important for attaining access to capital (through investment and licencing opportunities) and access to customers (through branding and the ability to prevent others from appropriating one\u2019s technologies, goods, and services).<\/p>\n<p>Enabling <a href=\"https:\/\/www.cigionline.org\/publications\/new-innovators-commercialization-dilemma\" target=\"_blank\" rel=\"noopener noreferrer\">access to IP services<\/a> and <a href=\"https:\/\/www.cigionline.org\/publications\/addressing-gap-canadas-global-innovation-strategy\" target=\"_blank\" rel=\"noopener noreferrer\">cultivating the next generation of IP law talent<\/a> are crucial to improving commercialization prospects and assisting with the growth of the country\u2019s innovation ecosystem. IP Osgoode\u2019s own <a href=\"http:\/\/www.iposgoode.ca\/ccr-ip-osgoode-innovation-clinic\/\" target=\"_blank\" rel=\"noopener noreferrer\">Innovation Clinic<\/a> \u2013 and a small number of other Clinics across the country (such as at the <a href=\"http:\/\/www.lteclab.com\/ip-clinic\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Windsor<\/a> and the <a href=\"http:\/\/www.ucalgary.ca\/biztechlaw\/clinic\" target=\"_blank\" rel=\"noopener noreferrer\">University of Calgary<\/a>) \u2013 help address gaps in Canada\u2019s entrepreneurial support system by providing <em>pro bono<\/em> IP information and assistance to early-stage and under-funded inventors and companies.<\/p>\n<p>The vast array of policy and commercial issues at stake in the development of Canada\u2019s innovation agenda and national IP strategy are daunting but imperative. As the country is increasingly recognized for having its <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-06-14\/canadian-tech-is-having-a-moment-the-trick-is-not-to-mess-it-up\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ctech moment\u201d<\/a>, the time is right for an inclusive Innovation Agenda that provides benefits for Canadian companies, consumers, citizens, and society at large. Positioning the country as an <a href=\"https:\/\/www.ic.gc.ca\/eic\/site\/093.nsf\/eng\/00003.html\" target=\"_blank\" rel=\"noopener noreferrer\">international leader in emerging areas<\/a> will require a strategy that lays the groundwork for <a href=\"http:\/\/www.iposgoode.ca\/2014\/03\/icanada-budget-2014-and-the-shape-of-a-digital-economy-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">the infrastructure, IP, incentives, and interfaces<\/a> that help Canada\u2019s cutting-edge ideas become economically and socially beneficial products and processes.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Joseph F.
