It longs for the <a href=\"http:\/\/www.youtube.com\/watch?v=g-mW1qccn8k\" target=\"_blank\" rel=\"noopener noreferrer\">vociferous<\/a> support its Internet policies <a href=\"http:\/\/googlepublicpolicy.blogspot.com\/2007\/09\/consumer-choice-is-always-right-answer.html\" target=\"_blank\" rel=\"noopener noreferrer\">enjoyed<\/a> just a few years ago. A Court of Appeals <a href=\"http:\/\/www.businessweek.com\/news\/2010-04-06\/comcast-wins-in-case-on-fcc-net-neutrality-powers-update6-.html\" target=\"_blank\" rel=\"noopener noreferrer\">decision <\/a>forbade the Commission from interfering with providers\u2019 selective slowing\/blocking, and months of subsequent secret net-neutrality-brokering meetings have proven fruitless and been <a href=\"http:\/\/www.nytimes.com\/2010\/08\/05\/technology\/05secret.html?pagewanted=all\" target=\"_blank\" rel=\"noopener noreferrer\">overshadowed<\/a> by a private Google-Verizon <a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2010\/09\/01\/BU381F72IO.DTL\" target=\"_blank\" rel=\"noopener noreferrer\">agreement<\/a>. But, in Ottawa, this week's back-to-back decisions show the CRTC firmly in control of Canadian Internet policy.<\/p>\n<p><!--more--><\/p>\n<p>Telecom carriers have been <a href=\"http:\/\/www.crtc.gc.ca\/eng\/archive\/2010\/2010-632.htm\" target=\"_blank\" rel=\"noopener noreferrer\">ordered<\/a> to provide smaller wholesale Internet providers with comparable access to their high-speed fiber. While the telecos may charge them a rate ten percent higher for said access, they <a href=\"http:\/\/www.thestar.com\/business\/article\/854689--stop-choking-competitors-crtc-tells-internet-giants\" target=\"_blank\" rel=\"noopener noreferrer\">insist<\/a> that such a top-up would insufficiently compensate them for expanding and sharing their networks\u2014discouraging further broadband expansion. The Commission counters that it is preventing a duopoly and encouraging <a href=\"\/\/arstechnica.com\/telecom\/news\/2010\/09\/canada-avoids-broadband-duopolies-keeps-line-sharing-alive.ars\" target=\"_blank\" rel=\"noopener noreferrer\">competition<\/a> while improving customer service. The Globe <a href=\"http:\/\/www.theglobeandmail.com\/news\/technology\/globe-on-technology\/crtc-takes-firm-stand-against-big-telcos\/article1692636\/\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> that the decisions have caused Bell Canada\u2019s stock to slide, and that the company plans, at the very least, to appeal the CRTC decision to \u201corder Bell to roll out broadband Internet with wired DSL (Digital Subscriber Line) technology, instead of the company\u2019s newer wireless network\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>South of the border, the FCC has seemed toothless of late in its attempts to control Internet service provision.
