The Procedure refers to 'Consulting' and 'Non-consulting' services.<\/p>\n\n\n\n<div class=\"wp-block-columns has-very-light-gray-background-color has-background is-layout-flex wp-container-core-columns-is-layout-1 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column border-top pt-5 is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"has-text-align-center wp-block-heading\">INDEPENDENT CONTRACTOR<\/h3>\n\n\n\n<p><em>A person or entity (other than an Employee or Student) retained for the provision of assistance to others in order to complete a required task or for the creation, installation, maintenance or repair of goods or other property.<\/em><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column border-top pt-5 is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"has-text-align-center wp-block-heading\">CONSULTANT <\/h3>\n\n\n\n<p><em>A person or entity (other than an Employee of Student) that provides expert or strategic advice and related services for consideration and decision-making.<\/em><\/p>\n<\/div>\n<\/div>\n\n\n\n<p>Purchasing services from a Consultant must be competitively bid regardless of dollar value.
