\u201cA transparent process that delivers the best candidate into the upper chamber of Canada's Parliament is something that is desperately needed,\u201d wrote Bruce Hicks<\/strong>, Visiting Fellow at York University\u2019s Glendon School of Public and International Affairs, in the Montreal Gazette<\/em> May 13. \u201cLiberal Leader Justin Trudeau has promised, if he becomes prime minister, to create just such a process.
