Brief Description

In the last half-century, inter­national migration systems have become increasingly complex, so that a more diverse set of countries send and/or receive migrants. Domestic and international state policies in the country of origin establish significant parameters in the context of departure which in turn affect the migration process and trajectories of incorporation. The policies and programs of sending states toward emigrant populations also help to shape the scope and forms of immigrant transnational practices.

The “state policies” component of the project on Social Cohesion and International Migration in a Globalizing Era: Transnational Solidarities and Newcomer’s Incorporation in Canada seeks to understand how the activities of homeland governments shape the nature and extent of transnational practices of immigrant groups. In particular, we explore whether, how and why immigrant participation is encouraged through government outreach programmes and policies aimed at the “diaspora,” and how the relationship between sending states and emigrants has changed over time. We are also interested in examining consular programs and interaction with civil society organizations in which Latin American immigrants participate in Canada.

This component of the project focuses on Colombia, El Salvador, Guatemala and Chile. These countries were selected because they have significant emigrant populations, and because migration to North America began in response to political unrest and violence.

Methodology

This component of the project uses a combination of secondary sources and primary sources. First we reviewed sending state policies using secondary sources. The second phase involves interviews with government representatives (e.g. consular staff) from the selected countries of origin.
