Education is essential. Primarily because there must be knowledge of the relevant issues, legislation, different approaches of examining and or resolving issues but also because of the need to analyze and select best possible alternatives for resolving difficult social situations (such as social exclusion, discrimination, bureaucratic inefficiency which may have as a consequence violation of the rights of citizens).
