

BMO Fellows
Supported by a generous investment from the BMO, Fellows include former civil servants, academics, journalists and practitioners of national and international standing.
Apart from their personal knowledge and lived experiences, BMO Fellows bring contacts and insights in their respective fields and organizations and are engaged in the mentorship of the next generation of national and international leaders.
In addition to supporting activities in the classroom, BMO Fellows also participate in the Glendon Global Debates, various symposia, and support internships to prepare students for their summer placements.

Ambassador Jon Allen

Ambassador Jon Allen, has had a distinguished diplomatic career serving a Canada’s Ambassador to Spain and Andorra as well as Israel. Among his many accomplishments he is a distinguished Senior Fellow at the Canadian International Council and diplomat in Residence at Fulbright Canada. He is a regular contributor to the week colloquium. Students value such opportunities to engage with such knowledge experts.

Dr. Miloud Chennoufi

Dr. Chennoufi teaches international relations at the Canadian Forces College (Toronto) where he chairs the Department of Security and International Affairs.
Dr. Chennoufi published his first book in 2003 titled Grandes puissances et islamisme, which gathers, in addition to its namesake study, some articles on international security and economic development, as well as political essays. In 2013, he co-edited a volume on strategic studies, Les études stratégiques au XIXe siècle.
Honourable David Collenette

The Honourable David Collenette, a proud Glendon alumnus, has enjoyed a long career in the public service, serving as a member of Parliament and cabinet minister under three prime ministers.
This included leading Canada’s security response to the Sept. 11 terrorist attack in the US. He is the chair of the NATO Association of Canada. In 2024 was invested into the Order of Ontario.
Karen Falconer

Karen Falconer is a distinguished educator with over 40 years of experience in both independent and public education in Québec and Ontario. She has held key roles such as French-language Teacher, Principal, Superintendent, Associate Director and Interim Director at the Toronto District School Board, where she led initiatives to support diverse learners and promote academic excellence. Karen has a reputation for bringing together public-private partnerships to develop high-quality and innovative programming to better serve school communities.
After retiring from her role in public education, she founded KGF Consulting to provide leadership and strategic planning expertise to public institutions.
Étienne Fortin-Gauthier

Étienne Fortin-Gauthier is a journalist and host for Noovo/Crave. He graduated from the Glendon School of Public and International Affairs. He believes in meaningful journalism that encourages the public to explore issues in depth and grasp their nuances. He has reported on major current events on the ground, such as the U.S. elections, the effects of climate change, and the overdose crisis. He also created a series on the French language around the world and linguistic conflicts for the public television broadcaster TFO. Étienne has won several journalism awards, including two Judith-Jasmin Awards and an honorable mention from the Hillman Prize, honouring excellence in investigative journalism in service of the common good.
Maj Ludovica Glorioso

Maj. Ludovica Glorioso is a Legal Advisor at the NATO Security Force Assistance Centre of Excellence (NATO SFA COE), where she is responsible for the preparation and negotiation of international agreements. She also serves as the liaison with academic institutions for internship programs and mentors legal aspects of protection of civilians in international courses.
Maj. Glorioso holds a law degree from the University of Palermo, an LL.M in European and transnational law from Trento University, a Master’s Degree in Politics and Management of the Middle East and North Africa from Luiss University in Rome.
Fraser MacDonald

Fraser is a public affairs expert, lawyer, and long-time political strategist with extensive experience helping lead municipal, provincial, and federal election campaigns.
His legal career saw him specialize in banking and finance at several large international law firms in Toronto, Australia and London, UK. In those roles, he represented some of the largest financial institutions, private equity firms, and other lenders in Canada and around the world on complex financial transactions.
Marion Mackenzie

Marion MacKenzie is a leadership development advisor, supporting executives and leadership teams and an award-winning senior communications executive. Previously as President of GCI Canada, the world’s chief communications services group, she provided advice to some of the globles largest companies. She is Chair of the Board of Kinvia, an organisation dedicated to addressing food insecurity abroad and in Canadian indigenous communities. She also supports GROW, supporting and empowering women and girls in Canada.
Andrew Mackey

Andrew Mackey is a public policy professional specializing in policy development, intergovernmental negotiations, and strategic program design. He has served the governments of Newfoundland and Ontario across multiple ministries, managing portfolios related to immigration, education, social services, and community programs.
Andrew holds a Master of Public Administration from Dalhousie University, as well as a Master of Employment Relations, a Master of Education, and a Bachelor of Arts from Memorial University of Newfoundland.
Debora Matthews, PhD

Deb earned a PhD (2005) from Western University in Social Demography, with an interest in the impact of immigration on Canada.
She was elected to the Ontario Legislature representing the riding of London North Centre in 2003, and served until 2018. She held a range of ministerial portfolios, including Deputy Premier, Children and Youth Services, Poverty Reduction, Health and Long-Term Care, President of the Treasury Board and Advanced Education and Skills Development. In each portfolio, she applied a social justice lens in combination with a commitment to evidence-based decision-making.
She currently serves on the Board of the University Health Network, is a senior fellow at the Dalla Lana School of Public Health and acts as a consultant in the health sector.

Clare Hutchinson

Since its launch in 2022, the Fellowship has created opportunities for students to engage with global thought leaders, deepen their understanding of public policy, and prepare for leadership roles in an evolving world. As the inaugural Fellow, Ms. Clare Hutchinson - a highly respected NATO and United Nations executive has elevated the visibility and impact of our program through lectures, mentorship, and thought-provoking public dialogue.
During her tenure (2022–2024), Ms. Hutchinson:
- Authored a bilingual “Musings” series addressing current global challenges.
- Hosted Digital Dialogues, connecting students with international experts from Ukraine, Ireland, and Denmark.
- Delivered lectures, including “Afghanistan – Give Peace a Chance,” offering firsthand insights into peacebuilding and gender equity.
- Participated in our Glendon Global Debate series alongside The Honourable Elizabeth Dowdeswell.
- Published research in NATO’s post-conflict stabilization handbook which was given its Canadian launch on our campus.
Beyond her formal duties, Ms. Hutchinson also mentored students in career development, led mock interviews, and supported internship placements, many of which have opened doors to impactful careers in the public and international sectors.
