Description: Describes the need and authority to control and manage access to University buildings and interior spaces, teaching and research facilities, offices, and other rooms.


To provide a safe and secure environment for the University and to minimize the potential for theft or damage to property, there shall be a sustainable University-wide access control program for all buildings, structures, interior rooms and facilities on York’s Campuses. To the greatest extent possible, the access control program shall integrate key control, electronic and other access management systems consistently, efficiently and cost effectively.

The Vice-President Finance and Administration shall be responsible for establishing, from time to time, formal procedures and regulations applicable to University buildings. Procedures and regulations shall include institutional standards for controlling access to University buildings and interior building areas as well as a delineation of institutional and local responsibilities and accountabilities.

The Vice-President Finance and Administration shall be responsible for ongoing monitoring to assure University-wide compliance with formal procedures and regulations.
