Judith D'Souza Soares
With over 30 years of experience in public administration, policy development, project leadership and service delivery at all three levels of government, Judith D’Souza Soares has demonstrated her expertise as a strong-people leader who produces successful and sustainable strategic and operational results.
Having led large inter-governmental projects with both the federal and provincial government to explore partnership agreements and information-sharing processes, and developed playbooks for operational efficiency, most recently WSIB’s COVID Adjudication Playbook, Judith has earned the reputation of being knowledgeable, experienced, collaborative, and fair.
Having sat on numerous not-for-profit boards serving international to local communities, Judith has further refined her governance, legislative and policy interpretation, and stakeholder and issues management skills while prioritizing giving back in a meaningful way. Most recently, she has been recognized as a contributing visionary with the The Prosperity Project, a national organization committed to advancing women’s progress in the professional space through advocacy, education and mentoring. Judith’s commitment to mentoring is further seen through her ongoing commitment to the School of Public Policy and Administration’s Mentorship Circle at York University.
Judith holds two Master degrees, the first in Public Policy, Administration and Law (MPPAL) from York University and the second in Global Professional Master of Laws (GPLLM) from the University of Toronto, along with numerous graduate certificates in MBA Essentials, Strategic Leadership, Project Leadership, and Dispute Resolution. She also was the recipient of the prestigious Foster-Greene Award of Excellence (2020) from York University.
Today, Judith serves as the Commissioner for Community Services at the Town of Caledon where she is responsible for all resident facing programs and services, including fire and emergency services, municipal law enforcement, recreation services and community engagement.
