Mera Ramjas

Mera Ramjas is the Director of Transformational Projects at the Ministry of Public and Business Service Delivery and Procurement, where she leads the organizational design and implementation of the I&IT Operating Model for Ontario’s public sector. In this role, Mera provides executive leadership and strategic oversight to the transformation program, ensuring that it aligns with the government’s vision and goals. She partners with senior leaders and stakeholders to drive good governance, foster collaboration, and support the successful adoption of innovative practices across the organization.

With over 20 years of experience in the Ontario Public Service, Mera has led complex, projects and change initiatives, including the development of new governance structures, integrated reporting mechanisms, and performance measurement frameworks. Her leadership has been instrumental in advancing policy and operational priorities, supporting ministry transitions, and establishing data-driven approaches to decision-making.

Prior to her current role, Mera has led her ministry through government transitions and onboarding of new leadership, as well as established central project management functions for high-impact initiatives. She led multidisciplinary teams to deliver on strategic planning processes, fiscal management, organizational design and corporate reporting, setting the foundation for enterprise service delivery and data management.

She has also served as a course director with the York University School of Public Policy and Administration and actively mentored both undergraduate and graduate students through their academic and career development.

Mera holds a Master of Arts in Public Policy and Administration from Toronto Metropolitan University, a Queen’s Leadership Program certificate, and an Honours Bachelor of Arts from York University. Mera’s leadership is grounded in her extensive professional experience, her commitment to collaboration and innovation, and her dedication to empowering teams and advancing public service excellence.
