Michael Mamo

Michael Mamo, a senior executive in the Ontario Public Service, whose career spanned 32 years with progressively responsible positions in the Justice Sector (Ministry of Attorney General, Solicitor General, and Corrections). Michael is presently the Chief Administrative Officer (CAO) for the Condominium Management Regulatory Authority of Ontario. In this role, he is responsible for managing the operations of the executive office, Corporate Services, Human Resources, Information Technology, the Board Secretariat, as well as the Discipline and Appeals Committees’ governance support.

Prior to CMRAO, he held a position with the Ontario Ministry of the Attorney General in the role of Chief Operations Officer (COO) for the Office of the Independent Police Review Director (OIPRD). The COO provides operational and administrative and strategic leadership and direction to OIPRD management/staff to ensure the agency meets its legislated mandate and strategic initiatives, while maintaining close relationships with the Ministry of the Attorney General and public/police stakeholders. A key role in the past two years has been implementing change initiatives, streamlining processes, and leading plans to operationalize new policing legislation, including extensive consultations with urban and reserve communities for First Nations Police Services Opt-In. This included legal/legislative analysis and financial analysis impacting police services.

Prior to this work, he was responsible for corporate management, government policy initiatives, and oversight for various large justice sector agencies and programs in the areas of adjudicative tribunals, legal aid, police oversight, human rights, victims’ services, alcohol/gaming, and bail supervision. Michael has managed Business and Fiscal planning units in all three justice ministries and quite attuned to risk management, financial management, performance planning, and managing organizations in compliance with applicable government legislation. Michael has worked collaboratively with other partners on horizontal financial and policy initiatives to support policing services, corrections, courts, large Agencies, Boards, and Commissions, including, Tribunals Ontario, Legal Aid Ontario, Special Investigations Unit, Bail Program, Criminal Injuries Compensation Board, and others to provided access to justice. He has represented Ontario at the Canadian Association for Civilian Oversight of Law Enforcement Conferences, created teams to complete systemic reviews on policing, and created organizations, such as the OIPRD and the Indigenous Justice Division.

Michael holds a Masters Degree in Public Administration, and a Masters Degree in Sociology - Specializing in Criminology, both from Queen’s University and an Honours BA in Sociology from Brock University. He is a graduate of the Senior Public Service Leaders Program – Ivey School of Business (University of Western Ontario) and the Niagara Institute’s Leadership Program. He presently teaches at York University in the School of Public Policy and Administration.
