Piragal Thiru
Piragal Thiru is a public administration professional with more than two decades of experience in municipal governance, policy development, and program leadership. His work focuses on accessibility planning, community-focused service delivery, and the operational dynamics of local government systems.
Prior to his current role at the City of Vaughan, he held senior positions at The Regional Municipality of York, including Senior Policy Analyst, Planner for Accessible Services, and Head of Policy and Stakeholder Relations. His portfolio has included accessibility compliance (AODA), stakeholder engagement, departmental strategic planning, and the integration of policy frameworks across complex public-sector environments.
Piragal’s professional practice spans municipal policy analysis, operational leadership, organizational development, and intergovernmental collaboration. He regularly contributes to academic and professional communities through mentorship, guest lectures, and engagement with university-led public administration initiatives.
He holds a Master’s in Public Policy, Administration and Law (MPPAL) and a Bachelor of Arts, both from York University. He also completed executive education in Organizational Leadership from the Rotman School of Management, University of Toronto, and earned a Social Service Worker Diploma from Centennial College.
