As an established leader Piragal has over two decades of experience in the municipal sector, applying a results-based approach to operations, strategic planning, policy, program design and implementation. Highlights of his experience includes accessible transportation planning, leading frontline operations, and managing internal and external stakeholder relations.

Past Fellow of CivicAction's DiverseCity Leadership Program, Piragal has a strong community and political background and has served on several advisory panels, committees and boards, including the United Way, Scarborough Community Renewal Organization, and the Canadian Tamil Congress. Piragal has a Bachelor of Arts degree in Social Science and a Master of Public Policy, Administration and Law from York University.
